Addressing Digital Colonialism in Artificial Intelligence and Cloud Infrastructure: Ensuring Transparency and National Digital Sovereignty

The Special Political and Decolonization Committee (SPECPOL) will consider issues related to digital colonialism concerning AI and cloud technology infrastructure, which emerge under modern power relations and impact state sovereignty and self-governance. As countries increasingly come to depend upon externalized AI systems, data centers, and cloud computing infrastructure for their core state administrative, military-related, and public services, a problem of dependence, surveillance, and external manipulation of state decision-making becomes pertinent. This problem manifests particularly in developing countries, which can less afford to independently govern data, algorithmically process information, and secure state security. This special segment of the topic will investigate what can be done within intergovernmental relations to reverse digital dependence and preclude any form of domination in cyberspace.
